H.E Minister of Education, Farooq Wardak’s comments about the Management Capacity Program             

Management Capacity Program (MCP) is one of the effective and efficient programs of Independent Administrative Reform and Civil Service Commission which has strengthened the capacity of the governmental institutions through recruitment of highly qualified and professional Afghan experts, who have facilitated the reform process and accomplishment of tangible change in the country, particularly in the Ministry of Education.

It is worth mentioning that the Ministry of Education has had considerable and visible achievements during the years 1388 and 1389 regarding reform and the new Paying and Grading system. 

Before 1388, only 561 lower grade civil servants and 67 upper grade positions of the Ministry had been under the coverage of the reform and the new Paying and Grading system. Nevertheless, during the aforementioned years and 5 months of the current year, total 131,000 teachers and other employees of the Ministry of Education have been benefited from the reform system. In addition, during the second quarter of 1390, recruitment of 4000 employees and 29000 service staff in Ministry of Education will be under the coverage of the reform. 

The Minister of Education added; reform implementation in the Ministry of Education has motivated the employees of the Ministry including officials, teachers and service personnel which has brought a great deal of positive impact on the quality of education in Afghanistan.
